One critical part seems to be using a wired input device to navigate the menus for the initial DS4 pairing. Eventually by coincidence I ended up power-cycling the Steam Link and after that I got it to work almost immediately, so if you get stuck that's something else to try. It may have been an issue with the Steam Link firmware at the time (it's probably been updated since) but it took me a good 15 minutes to get my DS4 working.
